- Before the election, the reports we found do not name Tuanaʻimato. The Samoa Observer's report of the FAST manifesto launch, on 12 July 2025, lists "a new hospital" but names no place in the part we could read; the rest is for subscribers only 3. Talamua's report of the launch, on 14 July 2025, sets out FAST's ten-point plan and names no hospital site 4. The Samoa Observer's summary of party promises, on 28 August 2025, says FAST promised "new hospitals, including one in Salelologa" 5. In the reports we found, Tuanaʻimato first appears after the election. On 9 October 2025 the Health Minister said a hospital was being planned there 6. In his maiden speech in Parliament, reported by Talamua on 23 October 2025, the Faleata 1 MP said FAST had presented the hospital in its manifesto during its campaign roadshow 1. Talamua's report of that speech said the manifesto plan took account of the crowded main road from the West Coast to the main hospital at Motoʻotua 2. On 17 November 2025 RNZ Pacific called new hospitals in Tuanaʻimato and Savaiʻi an election promise of the new government 11. We have not seen the manifesto's own text, so its pre-election wording on Tuanaʻimato is unconfirmed. We found no report that gave a cost or a date.
- What happened
- On 9 October 2025 the Health Minister, Vaʻaʻaoao Salumālō Alofipō, said the Tuanaʻimato hospital was at an early stage and donors were being sought 6. The Faleata 1 MP, Faumuina Opapo Oeti Soanaʻi, backed the plan in his maiden speech, which Talamua reported on 23 October 2025 1. In that speech Faumuina called himself an HRPP candidate 7. On 6 November 2025 the Prime Minister, Laʻauli, met New Zealand's Prime Minister, Christopher Luxon, in Auckland 8. Luxon's office said this was a goodwill visit, not an official meeting 9. Talamua and PMN News reported that Laʻauli told Luxon of plans for a new national hospital at Tuanaʻimato and another hospital on Savaiʻi 810. PMN News said the account of the talks came from a statement by Samoa's government and the FAST party 29. On 12 November 2025 a government press release from the Health Minister listed new district hospitals, renovated health centres and a biomedical warehouse as part of a 10-year strategy 13. That release did not name Tuanaʻimato 13. On 17 November 2025 RNZ Pacific reported the Health Minister's promise that new hospitals would be stocked 12. On 10 February 2026 a Government Press Secretariat release said major hospitals were being planned for Tuanaʻimato and Salelologa 14. The 2025/26 Budget Address, dated 6 October 2025, gives the Ministry of Health SAT$170,675,414 15. The 2026/27 Budget Address, dated 26 May 2026, gives the Ministry SAT$183,429,092 16. Its only new hospital item is a planned programme, listed among pipeline projects, for a new hospital in Savaiʻi and a national laboratory 17. On 14 September 2026, at the groundbreaking of a private specialist hospital at Salelologa, the Prime Minister said the project was "initially proposed for Upolu" and that he had asked for it to be brought to Savaiʻi 18. Samoa Global News named the company Pacific Specialist Healthcare (PSH); the company's own press release, published by Talamua, names it Pasifika Specialist Healthcare Samoa Limited 3031. The company's founder said PSH had been working towards a presence in Samoa since 2018 19. No source we found says whether the Upolu plan was meant for Tuanaʻimato. In a press release published by Talamua on 22 September 2026, PSH said it was pausing the Savaiʻi project to correct its governance and shareholding structure, and that it was not abandoning the project 20. On 21 October 2026 Samoa Global News reported that the Prime Minister told Parliament a reserve of no less than SAT$9 million was set aside for urgent repairs at Motoʻotua, Leulumoega and Tuasivi hospitals 21. That report does not mention Tuanaʻimato 21. We found no report of a site plan, design, tender or building work at Tuanaʻimato.
- Impact on families
- We found no building work, so families' travel and access to hospital care have not changed. Talamua reported that the hospital was meant to serve the area and patients rushed by ambulance every day from the West Coast and Savaiʻi 27. On 20 July 2026 the Samoa Observer, citing the government's Savali newspaper, reported the Health Minister's view that the SAT$183 million health budget for 2026/27 would not cover future medicine orders 25. The 2026/27 Budget Address raised funding for medical consumables from SAT$14 million to SAT$21.5 million 26.
- Cost
- We found no published cost estimate. Neither the 2025/26 nor the 2026/27 Budget Address has a line for it 151617. The only funding plan we found is the Health Minister's search for donors, stated on 9 October 2025 while the project was at an early stage 6.

This government's decision
By the accounts of the Faleata 1 MP and RNZ Pacific, the Tuanaʻimato hospital comes from FAST's 2025 campaign, and we found no earlier government or aid partner behind it 111. So far this government has added statements only: in October 2025 it was still seeking donors, and the 2026/27 budget's only new hospital item is for Savaiʻi 61417.
- Who gains
- No one has gained yet; if it is built, families in Faleata and on Upolu's West Coast, and Savaiʻi patients sent to Upolu, would have a closer hospital, but we found no published cost or number of people it would serve 27.
- Who pays
- No one has paid yet; with no donor found the cost would fall on taxpayers or loans, and staff moved to it would leave gaps in a Ministry its own plan found short of 100 doctors and 226 nurses and midwives 623.
- Assessment
- A public hospital closer to families in Faleata and on the West Coast would be a public service for many households, not a few 27. But a year after the Health Minister spoke of it on 9 October 2025, we have found no published cost, budget line, design or donor 6. The hospital items this government has named in its budget and in Parliament are a planned programme for a Savaiʻi hospital and repairs at existing hospitals 1721. Staff are a main limit 2223. A letter to the Samoa Observer in November 2025 said 145 doctors were registered under the Samoa Medical Association and 101 of them worked for the Ministry of Health 22. The Ministry's workforce plan, using 2020 figures, put the shortfall at 100 doctors and 226 nurses and midwives 23. The same plan gives a second figure for 2020/21: 108.9 doctors and 143.8 nurses and midwives 28. On 10 November 2025 a Samoa Observer editorial argued against building new hospitals before the health system's problems are fixed 24. In a government press release of 12 November 2025, the Health Minister replied that the editorial misrepresented the purpose and timing of the government's investments 32. RNZ Pacific reported his promise that new hospitals would be stocked 12.

Is it funded?
No budget line
The 2025/26 Budget Address gives the Ministry of Health SAT$170,675,414 and names no hospital at Tuanaʻimato 1. The 2026/27 Budget Address gives the Ministry SAT$183,429,092 2. Its only new hospital item is a planned programme, listed among pipeline projects, for a new hospital in Savaiʻi and a national laboratory 3. Neither address names Tuanaʻimato 123. The 2026/27 address also funds repairs and maintenance at existing health facilities 4. On 21 October 2026 Samoa Global News reported that the Prime Minister told Parliament a reserve of no less than SAT$9 million was set aside for urgent repairs at Motoʻotua, Leulumoega and Tuasivi hospitals 5. That report does not mention Tuanaʻimato 5. On 9 October 2025 the Health Minister said the Tuanaʻimato project was at an early stage and still seeking donor support 6. We have not checked the Approved Estimates line by line, and we found no report of any money paid out for a Tuanaʻimato hospital.

What research says
Research mostly warns against it
We found no study of adding a second large hospital on Upolu. The closest evidence warns against building before staff and running costs are secured. Samoa's Health Sector Plan of June 2019 found the main hospital took 81% of the government's health budget in 2018/19, up from 45% in 2010/11 1. The plan said this was making the health sector hospital-centred 2. In Tonga, a November 2011 JICA evaluation of a Japanese-funded upgrade of Vaiola Hospital found its maintenance staff had fallen from 18 at planning to 9 3. The evaluation still rated the project highly satisfactory 4. The evaluation also found infant and maternal death rates had not improved since the project was planned 5. In Papua New Guinea, a February 2023 Devpolicy blog post said new health clinics had been built but were not operating for lack of staff 6. Japan is giving fittings and equipment, and the ADB is funding the second phase 7. The Kiribati case shows donors can share a hospital's cost, but it is not an evaluation of results. Samoa's own workforce plan shows the same staffing limit these cases warn about 8.

Cost and reach
We cannot work out the cost or the number of people reached. On 9 October 2025 the Health Minister said the project was still at an early stage 1. Since then we have found no published cost estimate, design, site plan or catchment population. Talamua's report of the Faleata 1 MP's speech said the hospital would serve the area and patients rushed by ambulance from the West Coast and Savaiʻi, but gave no numbers 2.
