We found no public hospital at Salelologa that is funded or built; the 2026/27 budget lists a Savaiʻi hospital only as a donor pipeline project 5254. A private hospital broke ground on 14 September 2026 on 10 acres of government land 3233. Its company paused the project in September 2026 45.

- Promised
- FAST launched its 2025 manifesto at Salelologa on Saturday 12 July 2025 763. The same day the Samoa Observer reported that the manifesto promised 'a new hospital', without saying where 3. On 28 August 2025, the day before the election, the Observer wrote that FAST promised new hospitals, 'including one in Salelologa' 12. We could not find the manifesto itself, so its exact wording is unconfirmed. Talamua's report of the launch and a Devpolicy summary of FAST's promises do not mention a new hospital 45. We found no reported cost, size or completion date for the hospital. The Observer's 28 August summary gives no hospital figure; it says only that the health pledges of HRPP and FAST 'could double' health spending, which it put near SAT$160 million 274. The idea is older. HRPP listed a 'New hospital at Salelologa' when it launched its manifesto in March 2021 6. The Samoa Observer reported that a Salelologa hospital was also a FAST priority before the 2021 election 7. In June 2023 Fiamē's health minister, Valasi Tafito Selesele, said 20 acres had been reserved for it 8.
- What happened
- In August 2024, still under Fiamē's government, the first site was found unsuitable because it was waterlogged and close to the sea 10. The government then secured another 20 acres in Salelologa, near the market 11. On 9 October 2025, under Laʻauli's government, Health Minister Vaʻaaoao Salumalo Alofipo said a new hospital was planned at Tuanaʻimato and donor support was being sought 12. In November 2025 the Prime Minister told New Zealand's Prime Minister of plans for another hospital in Savaiʻi 13. A government release on 10 February 2026 said major hospitals were planned for Tuanaʻimato and Salelologa 14. On 3 March 2026 Vaʻaaoao led an official delegation to the Fiji hospitals of Pacific Specialist Healthcare (PSH) 15. PSH's Samoan company, Pasifika Specialist Healthcare Samoa (PSH Samoa), was incorporated on 29 May 2026 16. Cabinet approved a 20-year lease of 10 acres of government land at Salelologa on 5 September 2026 28. On 6 September Radio Samoa reported that the Lands ministry was preparing the lease and that the government expects income from it 2930. The government says the lease will bring in revenue 31. We found no published rent and no report that the lease has been signed. Ground was broken on 14 September 2026 32. The government provides the land, and PSH Samoa is to pay for the building and infrastructure 33. The Prime Minister said the hospital is 'fully funded by the investor' 34. He said the project was first proposed for Upolu and he asked for it to come to Savaiʻi 35. Talamua reported PSH founder Parvish Nikesh Kumar as saying he had been bringing his proposal to Samoa since 2017, but 'the then government' did not support it; the report does not say which government 36. Samoa Global News quoted him giving 2018 as the start, so the two reports differ on the year 75. The plan includes a 100-room hotel for patients from overseas 37. Kumar said building would take 12 to 14 months 38. Samoa Global News reported that at the same event the Prime Minister said plans for Salelologa include building another national hospital 39. On 15 September 2026 PMN reported that company records show Kumar held 40% and three local shareholders held 20% each 1617. The Samoa Observer reported on 18 September 2026 that the shareholders include the head of the Samoa Airport Authority and the daughter of the Minister of Health 18. PMN did not state the family link as fact. PMN reported only that a public social media account in a similar name identifies the minister as her father 19. PMN asked Vaʻaaoao to confirm, and he had not answered by its 10 September 2026 deadline or by the time it published 2021. PMN also asked Vaʻaaoao whether he took part in Cabinet's consideration of the lease; we found no answer 22. PMN found no evidence that Vaʻaaoao has a financial interest in the company 23. Kumar told PMN he knew this shareholder from New Zealand and described her as a friend 24. He also told PMN that 'a woman should be valued for who she is, what she has achieved and not who her father, brother or spouse is' 78. PMN reported that Faaofonuu Tumanuvao Evile Falefatu, general manager of the Samoa Airport Authority, was a 20% shareholder and a director of the company 77. Falefatu told PMN he would raise the matter with his board chairman on 17 September 2026 25. He said the project was planned before he became general manager 26. We found no report of what the board decided. On 23 September 2026 Samoa Newshub said the family link should not be treated as confirmed unless the minister or another authoritative source confirms it 27. We found no public statement from Vaʻaaoao on the shareholding by 22 October 2026. On 19 September 2026 Samoa Global News published Kumar's words that he was cancelling all local shares 'effective today (Friday)' 40. Samoa Global News also reported that a PSH board meeting would take back the shares of anyone found to have a conflict of interest 41. Radio Samoa reported that PSH's statement on the pause was issued through the Government Press Secretariat 42. On 20 September the Samoa Observer reported Kumar as saying he was prepared to 'pull the plug' 43. On 22 September the Observer reported that he had stepped back from that 44. In a statement published by Talamua on 22 September, PSH said the project is paused, not abandoned 45. PSH said it will cancel the local shareholding and set up a new structure 46. The Samoa Global News and Talamua reports differ on whether the cancellation was already done or still to come 4046. PSH said the pause should not change the timetable, and that it would give an update once the restructure is complete 4748. We found no such update, and no report of work restarting, by 22 October 2026. PSH said the hospital 'cannot be compromised by political interests, personal interests or conflicts of interest' 49. Samoa Newshub wrote that the open questions do not establish wrongdoing 50. On 21 September 2026 HRPP leader Tuilaepa Sailele Malielegaoi alleged that the list of local investors shows the government's 'absolute disregard for any conflict of interest' 51. For a public hospital, the 2026/27 budget names a 'new hospital in Savaii' only in its list of pipeline projects, with no amount 52. The 2026/27 Estimates hold SAT$276,625 from the World Bank for the programme that includes it 5354. The Estimates do not say how much of that is for the hospital 53. We found no published construction contract, bed count or fee schedule for either hospital.
- Impact on families
- No beds are open and no patient has been treated at the Salelologa site. On 20 September 2026 the Samoa Observer reported that construction had not begun 56. Serious cases from Savaiʻi are often sent to Motoʻotua National Hospital in Upolu 57. Talamua reported that on 9 October 2026 a patient needing emergency transfer from Savaiʻi waited several hours because a Samoa Airways plane did not come 58. Samoa Airways gave no official response, and the Samoa Airport Authority confirmed the patient reached Motoʻotua 59. A government release on 11 October 2026 called it the first medical evacuation through Maota Airport since it reopened, and did not mention a delay 60. PSH says its foundation paid for heart surgery in Fiji for a 14-year-old girl from Lalomanu 6163. The Samoa Observer reported that her family could not afford the treatment and that government help was not available 62. PSH says it intends to give free care to victims of domestic violence, including children who have been sexually assaulted 64. Kumar says he aims to make care more affordable and to reduce fees 65. We found no published fees. On 21 September 2026 HRPP leader Tuilaepa asked whether ordinary villagers in Savaiʻi could afford a private hospital 66. That question cannot be answered until fees are known.
- Cost
- We found no government money in the 2026/27 budget to build or run a hospital at Salelologa 5253. The only related line is a World Bank grant of SAT$276,625 in 2026/27, for a whole programme that also covers a national laboratory 5253. We found no published cost for the private project and no published rent; the government says only that the lease will bring in revenue 31. The 2026/27 budget sets SAT$12,000,000 for the Overseas Medical Treatment Scheme 67. The Prime Minister said Samoa spends more than SAT$12 million a year sending patients overseas 68. He said that with PSH 'our people no longer have to travel overseas' 69. We found no published estimate of any saving. Samoa Global News reported on 21 October 2026 that the Prime Minister told Parliament at least SAT$9 million is reserved for urgent repairs at Motoʻotua and at the Leulumoega and Tuasivi hospitals 7172. We did not find that sum in the budget documents we searched.

Shared credit
The public hospital is inherited and donor-led: Fiamē's government reserved land in 2023, found a second site in 2024 and sought partner money, and the hospital still sits in a World Bank pipeline programme, not in this government's own budget 8911555253. This government's own step is the private project, a 20-year Cabinet lease of 10 acres that the Prime Minister calls 'our contribution', though it is not known whether that land is part of the site secured earlier 2870.
- Who gains
- PSH Samoa stands to gain the use of 10 acres of public land for 20 years under a lease Cabinet approved, at a rent not published; at incorporation its founder held 40% and three local shareholders 20% each, a local stake PSH says it is cancelling 16172846.
- Who pays
- Savaiʻi families, who were promised a hospital and still have none, and the public, whose land Cabinet approved for a 20-year lease to a private project that is now paused 12845.
- Assessment
- A hospital at Salelologa would spare Savaiʻi families the trip to Motoʻotua; on 9 October 2026 that trip was delayed by several hours 58. No public hospital is funded yet 5253. Instead, Cabinet approved a 20-year lease of public land to a private company on 5 September 2026 28. The rent and fees are unpublished, the ownership is being changed, and the project is paused 314546. By our criteria, public land handed to a private operator is a cost unless families clearly gain, and no gain for families is shown yet. In the project's favour, the investor is to pay for the building, and PSH says its foundation paid for one child's heart surgery 3363. Against it, PMN reported shareholders with links to government: the head of a state body, and a woman whom a social media account links to the Health Minister 7719. The minister did not answer PMN, and PMN found no evidence that he has a financial interest in the company 2123. Delivery is a stretch either way: in 2020 the Ministry of Health was short of 100 doctors and 226 nurses and midwives 73.

Partly funded
The 2026/27 budget gives the Ministry of Health SAT$183,429,092 1. The budget names a 'new hospital in Savaii' only in its list of pipeline projects, with no amount 2. The 2026/27 Approved Estimates list a World Bank cash grant of SAT$276,625 for the Health Sector Resilience and Wellness Program, with nothing in 2025/26 3. The 2026/27 Fiscal Strategy says this programme includes a Savaiʻi referral hospital 4. No document we read says how much of the grant is for the hospital. The same Fiscal Strategy lists 'the proposed Referral Hospital for Savai’i' among projects with financing secured from development partners 78. The 2025/26 Fiscal Strategy also listed the 'new Hospital in Salelologa Savaii' as a pipeline project with donor funding secured 5. The 2025/26 budget gave the Ministry SAT$170,675,414, and its Budget Address has no line for a Salelologa hospital 6. We searched the full 2026/27 Estimates and found no government money for building it. We found no report of any money paid out.

Deadline
We found no date set by FAST or the government for a hospital at Salelologa. For the private project, Kumar said at the groundbreaking on 14 September 2026 that building would take 12 to 14 months, which points to completion between September and November 2027 1. PSH says its pause should not change that timetable 2. We found no report of work restarting by 22 October 2026.

What research says
Little research
We found no study that evaluates a private hospital on leased public land in the Pacific. A Ministry of Health study, cited by the World Bank, found that Samoa's overseas treatment scheme took 15% of public health spending in 2009/10, for less than 0.1% of the people 1. In Fiji, the Finance Minister said in 2024 that two hospitals run under a public-private partnership took more than one-fifth of the national health budget 2. In July 2026 Fiji's health ministry said it would assess that partnership before using the model at any other hospital 7. In Lesotho, a partnership hospital saw a 65% fall in the child pneumonia death rate 3. But the same hospital took on average 30.6% of the Ministry of Health's recurrent spending 4. A World Bank review found little evidence that the budget effects of health partnerships are checked consistently 5. The review found only limited evidence of their benefits 6. In the Fiji and Lesotho deals the government pays the operator for services 24. Samoa's terms are not public, so this evidence fits Samoa only loosely.

Cost and reach
No yearly cost can be given. The public hospital has no amount of its own in the budget 1. We found no published cost for the private project. The figure for people is how many people live in Savaiʻi, the island the hospital is meant to serve: the 2021 census counted 45,175 2. It is not a count of patients. We found no published bed count or service plan, so we cannot say how many would use the hospital.
