Government of Sāmoa (Press Secretariat), Government press release · 28 August 2026 · Farming and fishing

Government debt dropped from $1.2bn in 2021 to $690m at June 2026, or 19.4% of GDP; foreign reserves in 2021 were $732.7m, about 10.7 months of import cover.

I could not confirm the SAT$1.2 billion figure for 2021 from an official source. The government’s own 2025 budget puts debt at 41.0% of GDP in FY2021/22 2. Most of the fall since then happened under the first FAST government led by Fiamē Naomi Mataʻafa, before September 2025 2.

Government Press Secretariat, Press office of the Government of Samoa (Laʻauliʻalemalietoa government) · 28 August 2026 · Farming and fishing

Government international debt fell from SAT$1.2 billion (46% of GDP) in 2021 to SAT$690 million, or 19.4% of GDP, at June 2026.

The end figure is right. SBS also puts debt at 19.4% of GDP 3. But SAT$690.8 million is all government debt, including debt owed inside Samoa. Debt owed abroad was SAT$641.0 million 4. The starting figure is too high. The World Bank–IMF table shows total public debt of SAT$1,004.4 million in 2020/21, not SAT$1.2 billion 5. The release's own 46% fits the lower figure: SAT$1,004.4 million against GDP of SAT$2,169.5 million is about 46% (my calculation) 256. Most of the fall came from repaying old loans on schedule. SBS says external repayments drove most of the latest fall 7. The World Bank–IMF note says Samoa repaid without new foreign borrowing 8. About SAT$244 million of the SAT$314 million fall had already happened by June 2025 (my calculation) 5. Most of the credit goes to the 2021–2025 government and to the repayment schedules.

At June 2026, foreign reserves were SAT$1.66 billion, about 15.7 to 15.9 months of import cover.

That matches SAT$1.66 billion. The same report puts import cover at 16.4 months, down from 16.5 months in May 2. On 29 June 2026 the Central Bank said it expected reserves of about SAT$1.7 billion, or 15.7 months of import cover 3. Reserves were already rising before this government took office: from SAT$0.8 billion in 2021/22 to SAT$1.4 billion in 2023/24 4.

The Central Bank amendment does not give the Government greater control over the Central Bank; the independent chair is not a doorway for Government interference.

In April 2026 the IMF warned the draft could weaken the bank’s independence 2. PMN reports the bill as debated kept the Governor’s six-year term and limits on dismissal, meeting several IMF concerns 3. But in a letter dated 3 August 2026 the Finance Ministry’s own chief executive warned provisions could expose the bank to political influence 4. The Prime Minister told MPs "The CBS belongs to the government of Sāmoa" 3. The bill is in committee, so its final form is unknown 1.

Tuilaʻepa Saʻilele Malielegaoi, Leader of the Opposition (HRPP) · 19 August 2026 · Clean government

“We have not accepted the advice from IMF. The only thing IMF is saying is for complete independence of the Central Bank.”

In April 2026 the IMF asked the Finance Minister to reconsider the draft changes, warning they could weaken the Central Bank's independence 2. The bill that passed its second reading kept the Governor's six-year term and added limits on dismissal, which PMN said answered several IMF concerns from March 1. The main IMF concern still stands, but “complete independence” overstates the IMF, which also asks for accountability 2.

The government withheld the Manawanui money until the election period and then distributed it to bribe the voters.

The delay is real: RNZ reports New Zealand paid the SAT$10 million after a May 2025 request, while Samoa Global News says it was paid in October 2025 2. Payouts to Safata families ran from April to July 2026, around the Safata 2 by-election 34. The Electoral Court dismissed the bribery petition on 9 October 2026, finding the payments were not proven to be for an election purpose 4. The court noted the payment process began before the by-election 4. The MP’s own lawyer accepted the timing showed "reckless disregard" for the by-election 4.

The earlier rise to SAT$300 came in November 2025 under the 2025/26 budget 4. That budget also said a further rise for over-70s was being prepared 5. There are hundreds of millions of tālā in unaccounted and unaudited district development payments made in just 6 years of FAST rule.

No audit or court finding of hundreds of millions missing was found. The programme began in 2021 at SAT$1 million a district 1. It rose to SAT$1.8 million a district in the 2025/26 budget 2. Parliament approved SAT$91.8 million for 2025/26 3. Reporting gaps are real. In February 2026, 25 districts had not filed final financial reports 4. Fiamē has said several districts had not filed reports by the end of her government too 5. The 2023–24 Auditor-General report had been received, with no date set for tabling 6. In Safata 1, a former MP co-signed a SAT$750,000 cash withdrawal after a new MP took office 7. Missing reports and late audits are not the same as money proven missing. FAST first took office in July 2021, about five years before this letter, not six 8.

Vaʻaaoao Alofipo, Minister of Health · 24 July 2026 · Health

In the nine months we came into power, 104 medicines became scarce, but now only nine are scarce. The shortage is the result of the previous government's unpaid debts to suppliers.

RNZ reported in June 2026 that a SAT$12 million backlog of unpaid supplier bills was a factor in the shortage 2. ABC says around half of those debts were settled 3. The Observer reports the Minister said orders from 2020 to 2025 had been settled 4. The two accounts differ. Orders from 2020 to 2025 cover HRPP's last year and the first FAST government from July 2021 5, so 'previous government' means more than one government. No Ministry of Health data behind '104 to nine' was found. The 2026/27 budget raised funding for medical supplies from SAT$14 million to SAT$21.5 million 6. The Minister himself says the health budget is not enough for future orders 7. Families meanwhile pay more: one father told ABC his prescriptions now cost over SAT$200 at private pharmacies 8.

The economy is recording real GDP growth of 1.8 percent as of December 2025, bringing the value of the economy to about $2.58 billion; these indicators demonstrate the Government’s prudent economic management.

The 3 July 2026 release used the December 2025 growth figure of 1.8% 1. A newer figure was already in a Central Bank of Samoa report for May 2026: real GDP fell 0.4% in the year to March 2026, to SAT$2,550.8 million 2. I could not confirm the exact day that report was published. The central bank’s July 2026 policy statement also gives −0.4% 3. The release does not say whether SAT$2.58 billion is real or nominal; the May 2026 budget gave the economy as SAT$3.6 billion 4. Calling the result proof of "prudent economic management" leaves out that growth had turned negative 23.

The government said councils are separate legal bodies 3. It said its letters were only letters of support for the councils' applications 4. The 1.8% figure is real: the Central Bank of Samoa gives 1.8% average growth for the year to December 2025 2. When his Government took over, only $2 million was allocated for the Safata District; the Government decided to give Safata all $10 million from New Zealand.

RNZ reports that New Zealand paid SAT$10 million after a request by then-Prime Minister Fiamē Naomi Mataʻafa in May 2025 2. I found no document showing a SAT$2 million allocation. The Ministry of Natural Resources and Environment counted 8,989 people at SAT$1,100 each, a total of SAT$9,887,900 3. By 2 July 2026 only 5,524 residents had been paid 4. No official figure of SAT$100 million was found. The Observer reported SAT$66 million of government help, including a SAT$55 million loan write-off 2. The government's takeover of a SAT$54 million Unit Trust of Samoa loan was reported in 2023 3. The Budget Address says the debt work was done from 2022 to June 2025 4. That was under Fiamē's government, which governed until the August 2025 snap election 5. The debt relief came before the current government, and taxpayers paid for it.

Sinopsis, Independent research group, report on China's influence in Sāmoa · December 2025 · Farming and fishing

When Fiamē took office, national debt had reached US$1 billion, with China holding almost 40%.

In 2020/21, total public debt was SAT$1,004.4 million 2. At about 2.6 tala to the US dollar, that is roughly US$386 million, not US$1 billion (my calculation) 23. China's Exim Bank held SAT$403.1 million, or 40.3% of foreign debt, so the share was right for 2021 4. By June 2026, debt owed to China had fallen to SAT$204.3 million 5. Against foreign debt of SAT$641.0 million, that is about 32% (my calculation) 56. The report seems to have read tala amounts as US dollars.

The move against the Samoa Observer was not a ban but a “temporary suspension.”

The ban began on 17 November 2025, when the Prime Minister told cabinet ministers not to answer the newspaper's questions 2. Media groups including JAWS, PINA and the IFJ said the Media Council complaints process should have been used instead 2. On 25 June 2026 he ended weekly press conferences for all media 3. On 2 October 2026, more than ten months after it began, the government said the ban remains in place 4.

Samoa Airways international jet services will be revived before the end of 2026.

In February 2026 the Finance Minister said Samoa Airways will not get new aircraft in 2026 and needs one to two years to prepare 2. She put the yearly running cost of international flights at SAT$30 million, not counting buying or leasing planes 3. The deadline has not yet passed, but the government's own minister has moved it beyond 2026. Earlier airline debts ended up with taxpayers 4.

Since 2021/22, total public debt fell from SAT$949.5 million to SAT$760.4 million in 2024/25, and from 41.0% to 21.2% of GDP.

That is 21.2% of GDP 2. The World Bank–IMF table gives SAT$948.4 million for 2021/22, close to SAT$949.5 million 3. That table's older GDP figure for 2021/22 is SAT$2,170.2 million, which gives about 43.7%, not 41.0% (my calculation) 34. SBS now uses higher GDP figures. For example, it gives SAT$3,240.6 million for 2023/24, while the older table gives SAT$2,943.5 million for the same year 45. That probably explains the gap, but this check could not confirm which GDP figure Fiamē used.

Samoa Airways saw a major turnaround: debts fell from SAT$80 million in June 2022 to SAT$10 million by June 2025. (The same figures appear in the 2025/26 Budget Address.)

The 2025/26 Budget Address gives the same figures. It says the fall came through the government's guarantee and budget support 2. The Samoa Observer reported SAT$66 million of government help, including a SAT$55 million write-off of a loan from the Unit Trust of Samoa 3. The World Bank–IMF note says the government took over the defaulted airline loan, which added SAT$52.3 million to public debt 4. So most of the airline's debt did not disappear. It moved onto the public books, where taxpayers carry it 4. The airline's figures may be right, but calling it a turnaround leaves out who paid.

The Samoa Observer reported the SAT$1.8 million mixes new money with unspent money from districts that did not use or report earlier grants 4.
